Resolution
To ensure that opatch is invoking the latest version, for example if youare running 10.2.0.5-64bit db then your opatch should be 10.2.05.1.

After put in the latest opatch the opatch lsinventory works

Now apply generic patch got error

ApplySession failed: ApplySession failed to prepare the system.

apparently windows 2008 has some unique permission issue where if i login as user administrator and opatch apply for the generic patch and it works
https://forums.oracle.com/forums/thread.jspa?threadID=928440

now trying the patch 16

succeeded opatch apply using administrator account in windows.

These mutations somewhat diminish, but do not
nearly completely inhibit, the normal function of alpha-glucosidase.
Single species protein is assimilated so quickly that it is often burned as fuel inhibiting
the burning of your stored body fat. One mistake that people who want to build muscles quickly but
have no information is the lack of information regarding how much they
should eat in order to grow muscles.
